The CBSS NGO Forum will actively work for and encourage to:
1. the recognition of NGO Forum as a consultative and cooperative partner to CBSS;
2. the obligation of the NGO Forum to follow the activities of CBSS, constructively and critically, as a Peoples’ Parliament;
3. the collaboration between NGO’s in the Baltic Sea area and the abolition or facilitation of visa regulations for NGO activities;
4. the concretisation of the contents of the EU Northern Dimension like the cooperation for the Southern Europe – especially for the NGO’s;
5. the strengthening of possibilities for the Russian Federation and it’s NGO’s, after the enlargements of EU, for participation in the integration process in European cooperation, especially in the Baltic Sea region and in cooperation with the Council of Baltic Sea States;
6. the establishment of an annual NGO Forum to be held in the country which have the Presidency of CBSS and the procurement of government financial support to the NGO’s securing a decent framework for the NGO Forum venue;
7. support the establishing of national and local forums for the civic society in order to study and strengthen relations between the civic society, business community and the public sector. These forums should be enabled to make suggestions to promote the cooperation between the different sectors of society .Especially for Environmental, Human Rights, Social Life, Learning and Culture.
8. the realisation of the NGO Forum networks for Environment, Human Rights, NGO/ GO cooperation and Social Life for exchange of experiences and cooperation between the annual NGO Forum venues;
9. the creation or continuation in each CBSS country of a Focal Point for the national NGO’s coordinating and strengthening NGO Forum nationally and at CBSS level
10. the cooperation of the NGO Forum with Baltic Development Forum, the Council of CBSS, CBSS Parliamentarian Assembly and the respective national Governments
11. securing a free and unimpeded access to establishing networks and associations, provided these don’t mean to obtain their purposes by unlawful means
12. facilitate possibilities for establishing gross boarder networks and NGO’s
13. adult learning activities within the NGO’s must attach importance to providing all citizens with the possibilities of debating the social conditions in the region and applying their civil rights to take responsibility for the development in the Baltic Sea region
14. active citizenship is a key value in the countries around the Baltic Sea and the NGO’s must be given possibilities to spread the knowledge of this fact and experience in EU and other international forums
15. the contribution of the CBSS to the establishment of the Baltic Sea or parts thereof as a PSSA (Particular Sensitive Sea Area) in order to ensure a general environmental protection against unsustainable sea transport;
16. the building of a network of well-managed BSPA’s (Baltic Sea Protected Areas) by designating areas supplementary to the existing HELCOM-areas and by strengthening of the responsibility of the national governments to implement management plans;
17. the safeguarding of the resources of the Baltic Sea to be used in an ecologically sustainable, socially responsible and economically viable manner, based on the principles of ecosystem-based management;
18. the enhancement of the CBSS information to the public of the activities which the former CBSS Commissioner for Democratic Development and Human Rights took care of;
Further, the CBSS NGO Forum will:
19. request the CBSS to prepare a catalogue of ideas on possibilities of ethnic minorities on how they may contribute to the cooperation between the nation states in which they reside;
20. ask the CBSS to ensure free possibilities for ethnic minorities to engage in contacts across the borders;
21. recommend to all CBSS countries that they place the fight against poverty at the top of the political agenda and work for greater social cohesion;
22. urge all CBSS countries to develop a coherent strategy that links economic growth with social inclusion and fight against poverty paying concrete attention to the social dimension and social cohesion of any economic development;
23. appeal to the CBSS countries to ensure that employment policy contributes to social inclusion and reduction of poverty;
24. call on the CBSS countries to take concrete steps to prevent risk of social exclusion and poverty and further take steps to reduce poverty and counteract social exclusion
25. propose strongly the CBSS countries to invest substantially in adult education and training for excluded groups and recognize adult education as a priority of social development also for excluded people
26. implore the CBSS countries to guarantee a decent level of social benefits for people for whom employment isn’t the way to inclusion
27. invite the CBSS to involve NGO’s on all levels in the fight against poverty and social exclusion
28. building a NGO-network that assure that people involved in biomedical research projects or other medical treatment are treated in an ethical way e.g. given necessary information about the treatment and given the possibility to be excluded from the treatment
29. creating NGO network that can support the fight against all kinds of trafficking of human beings in a broad sense. This work also includes information for people planning to marry a person from another country by contact via the Internet
